Transfer Type	Description
INSTRUCTION	A travel rule transfer has a type of INSTRUCTION when the transfer goes through the regular travel rule process.
RECORD	A travel rule transfer has a type of RECORD when the transfer is self-hosted or a VASP-VASP deposit record (The originator VASP is not the one who initiated the transfer).
